Carlos Terré helps banks and institutional investors optimise regulatory capital using external credit ratings. As Head of Regulatory Business at Scope Group, he leads solutions that enable financial institutions to reduce capital requirements, enhance funding strategies, and meet regulatory expectations through strategic rating applications.

With over 20 years of experience in credit, finance, and business strategy, Carlos brings a deep understanding of regulatory frameworks, capital efficiency, and structured financial solutions. He has built long-standing partnerships with banks and institutional investors, helping them unlock capital relief through rating-driven approaches.

Before leading the regulatory business, Carlos was Head of Commercial Management at Scope Ratings GmbH, where he drove business development and client engagement. Prior to that, he served as Head of Markets at Scope Group, leading the sales activities across all of Scope’s business units. Earlier in his career, he specialised in credit analysis and risk assessment, holding roles such as Head of Project Finance Ratings and Deputy Head of Structured Finance Ratings at Scope. His background also includes positions at Fitch Ratings and Santander, giving him a strong foundation in credit markets, risk management, and financial structuring.

Carlos holds three master’s degrees with honours: MSc in Telecommunications Engineering (UPC), Executive MBA (IESE), and MSc in Economics (UFM & OMMA). He is also a certified Financial Risk Manager (GARP) and has completed focused studies in corporate finance (IESE) and machine learning (Stanford Online).
